Description:

Provides support and educational program for all ages. The program is designed for those with alcohol or chemical substance problems, as well as anyone who is interested in knowing more about drugs and alcohol and the corresponding consequences. Spirit of Freedom is a Maryland State approved program and is a free
service to anyone who would like to participate.

The Carroll County Health Department is one of 24 local health departments under the Maryland Department of Health. We work closely with Carroll County Government, and the Carroll County Commissioners serve as the Board of Health. The Health Department is funded by federal, state and county funding, as well as grants and fees for services.
